PTO WON'T SHUT OFF

i had some good replyes to my last message on my three point hitch, so here is another one. the pto on my john deere 70 won't shut off. it will shut off if you use the on off control on the top. the on off lever on the side cannot be raised to start the pto but the pto is still runnning in the off position (down). any one have any suggestions. daryl.
