There's an adjustment you can make to minimize that. On the bottom of the governor is a acorn nut. Take that off and you will find an adjusting screw. With the engine off (to keep from losing fingers) turn it IN a bit, then start and run. Keep working it IN a little bit at a time until the problem pretty much goes away. If you go too far, you won't be able to adjust your low speed idle, so easy does it. Replace the acorn nut when you're done to lock it in place.
