Sounds like you neeed to tear it apart & replace all the bearings in the steering box .If the oil was that bad , its probably built up crud & possibly rust in the bearings . It's also possible that the bearings & bushings in both sides of the front axle plus the center pin are bad also .Maybe maintenance was not the former owners best interest .
