It is not safe to let a child ride with you at any time. Doesn't matter if you are harrowing, clipping or just riding. It is not worth the chance. Now, I have seen a tractor that a fellow built an additional seat onto for his son to ride on. It had a seatbelt on it to hold the boy in with. Still not perfectly safe, but better that just riding on lap.
