I see farmers plant sweet potatoes here in N C using something like you described as a border disk. This device will "hill" dirt into a raised bed. In red clay that has been previously plowed the resulting "hill" is about 18 to 20 inches wide and about 6 inches high in one pass. I believe the width is adjustable and the ones I have seen do two rows at a time
