Perkins Diesel oil leak

I have a MF 30B LDR which I belive to have a Perkins AD3-152 diesel engine in it. I have an oil leak on the back of the engine where the tach cable connects to the engine. When I removed the little aluminum plate bolted to the engine I could see the oil leaking from a hole that was drilled through the plate at an upward angle. Is this hole supposed to be there? it looks factory drilled, if it is do I have a seal internally gone bad to cause the leak? if is not supposed to be there can I just plug it?
