Chris; First off I would check the quality of the black dirt you brought in, sounds like it may not be right. Get a soil test on it. Second For a yard that size I would rent a Skid Steer (BobCat) and there is a couple choices for working the lawn, you may not need the roto tiller version so let the rental people help you there. Then when you seed I would throw in a healthy amount of ANNUAL rye or other cover. Depending on wind and erosion use chopped straw or other mulch if needed.
