You may very well have air in the lines. Start by opening the fuel-lines on both sides of the filter. Once you have a steady stream of fuel, tighten the fuel lines and crack the line running to the injection-pump. On the side of the pump is a little diaphram-pump with a lever on the side. Pump the lever until you get fuel out of the line at the pump then tighten. Crank engine and crack each line at the pump one at a time until you get a steady stream of fuel and re-tighten. This should get the engine running but you need to do the same at the injectors on top of the engine by the valv-covers before you can go full-throttle.
