Doug, There is a brake on the PTO. Try pushing down on the PTO lever and it should stop. If it doesn't, it may require adjustment. If your tractor is equipped with the Case-O-Matic drive, it will not shift well, especially when cold. Start off in gear, throttle up until the tractor starts moving, then pull the lever downward on the RH side of the steering wheel to shift the converter into direct. Usually, I only shift the main transmission on my 411B at a dead stop. It takes a little getting used to. Good luck, Scott
