One way you can do it with the software you already have on your computer is to use Microsoft Paint... right click on the image/icon... Click "Edit". Click the "Image" menu... select "Stretch/Skew". Enter something like 25% in the Horizontal and Vertical fields and click "OK". If the image is too small or too big, Click Edit->Undo and try "Stretch/Skew" with another value. When you're satisfied with what you've done, Save it. What I like to use is a utility from Microsoft called "Image Resizer". You install it and then when you right click on an image/icon, a new "Resize Pictures" option appears on the menu. It's really fast and simple. I've used it for years. Here is a link to it...
