If you want to reuse the same area, you have to make sure you remove all the old plant material. Don't let it sit here over winter and don't till it in. The spores will just be waiting for spring to come. You can try to control the mildew by using a milk spray or baking soda. That way it won't effect your neighbor's organic farming. If you can control the mildew at your place, your neighbor will like you even more since there's less of a chance the mildew will spread to his plants. Have fun.
