Don"t know a lot about JDs but the governor seems to be your problem as you say it does get to max rpm but slowly. Try the carburetor without any governor connection, as the governor is the speed control, and see if manually opening and closing the throttle plate gives sensible rpm change (don"t overspeed the engine). If the engine speed is easily contolled that way, check for sticking in the connection from the governor. It may be trouble in the governor, or adjustment of how quickly the governor reacts to changes in the engine speed, or how far the governor actually opens the throtle plate.
