Rod cap torque and cotter pin holes ?

Putting a little flathead Continental together here, I see where the specs show 35-40 pounds for the rod cap torque value. The bearing shells were not replaced (just rings and valves). Now, when a guy torques those nuts down, you're pretty much tied into the location of the holes lining up on the con rod bolts with the slots in the nuts right? So in other words, you'd have to go another 60 degrees (or 1/6 or a turn) to get to the next cotter pin opportunity and that might be torqued too tight. Can someone explain which way to error on this, is it better to be tight or loose if you run into a decision-making time?
