I've lived in Colorado all my life and I have never had any kind of emmision test, gas or diesel. They are needed only if you live in the Denver smog area and who would want to do that. Of course you need a ID check when bringing one in from out of state.We don't like stolen cars here.
As far as passing the tests, I think you named it..give it a shot of cleaner and a new air filter and run it through again.
