If it's any compensation, I can tell you from personal experience (~12 years former cop) that kids like this almost always come back to bite their enabling parents in the a$$. The one that still sticks in my mind, 15 year old boy, total scumbag, we were busting him from the time he was about 13 on. Dad had money, was always the "you're picking on my kid" type, buying him out of his binds. Then, one day, kid (who was still 15 with no license) took off in dad's expensive (100k+) imported sports car with several friends for a several state crime spree (nothing major; gas drive offs, hit and run accidents, etc.). When we finally caught up with the kid, the car was pretty well trashed. Dad's insurance refused to pay; kid claimed he had permission to have it and the insurance company had specifically excluded kid as an insured operator of the vehicle. I think dad sued; I never did hear how it turned out. Of course, dad immediately started blaming us (cops) for not catching the kid quicker.
