Untill we make people accountable for their actions if Sane , partley insane or totaly insane we will have this problem . In most states if a person has a mental record that is an excuse for the crime they commit That shouldn't keep them from being punished . The last person that was hung in the County I live in would have not been punshed in todays Law Courts he was a young Retared Man Tried for Murder and found guilty . I don't agree with hanging him but he should have been put where he couldn't do it again .
