Are you working with a 6.9 liter V-8 diesel? If so they came out in about 1983. If the IP still has the original plastic governor damper ring, the problems she is having are classic symptoms of a failed plastic ring that has gotten brittle, broken up into what looks like coffee grounds, and has plugged the housing pressure regulator/fuel return fitting at the top of the IP. When no fuel can be returned to the tank, the IP ceases injecting fuel, and the engine shuts down. Timing advance is affected, causing smoke before the engine shuts down. You can remove the fuel return hose, then unscrew the complete fitting out of the IP, and look for black plastic chunks in the valve/fitting. If you clean them out, it will run again, for a while. However, continuing to run it without rebuilding the IP will result in governor parts that are supposed to be cushioned by the plastic ring banging around metal-to-metal, once the ring completely breaks up.
