You need to check the nameplate on the welder . It should have a listing for FLA Full Load Amps. The breaker size is determined by this . The wire size is also. Wire should not be used for more than 80% of its ampacity. If your nameplate says 24 amps or less you can use #10 awg wire , and a 2 pole 30 amp circuit breaker , if its over 24 amps it will need to be #8 awg wire and a 2 pole 30 should still be suitable .
