I need help

My father has had a tractor for almost 20 years, and is now looking to restore it. The problem is that he doesnt know what exactly it is. It is unique in itself, but that is one of the things that might help in identifying it. I dont have any pictures, but I might be able to get some over thanksgiving. To start, however, is the most interesting thing about it: it has "saddles" over the tires. If you dont understand, I mean that a "U" shaped piece of metal is over the front wheels, that connects to the front steering bar. Aside from that, I have been told that it is water cooled.It has the wide front end, and center steering, not off to the side like some. Any help, would be greatly appreciated.
