what is this eagle cap

I have an OLD cap that looks like an eagle. The cap would have been hinged on one side and the eagle body on the cap acts as the lever that would have released the cap and allowed it to lift. Wings extend out around the cap. There is a hole in the center of the cap. Does anybody know what this is and what the make of it is? I've been told that this is VERY rare.
