Mike, I'll recap what the other fellas said and add my own twist to the soup. Make sure the cable end is "snapped" over the button on the carburetor and completely seated. Then, on the cable housing, push the button and shove the outer sheath of the cable rearwards. Push it all the way back until it seats and is flush with the housing. Let up on the button, and with the secondary air valves held open, rotate the throttle linkage to the wide-open throttle position. This will "ratchet" the cable forward out of it's sheath. Pull it ONE MORE CLICK or one more tooth from wide open. This will put the throttle valve at the proper position in it's bore. If you cannot do any of these steps, you've got the mounting geometry messed up like Bob says and you'll have to get it back into the proper position in relation to the carb before you can properly adjust the cable.
