Injection Pump International TD6

I'm having trouble getting fuel past my injection pump after my tractor sat for awhile, It has new filters, no leaks, and no mechanical changes to the pump. It set for about 1 year during another project. There is fuel pressure all the way to the top of the pump, but thats it. Any advice would be greatly appreciated.
