Automatically bouncing the most popular subject to the top is NOT a good idea. Just suppose that you posted a question that you seriously needed an answer for, but the folks that could give you that answer were not logged in at just that moment. Now suppose that at the same time that you posted, someone else posted with a comment that really was not important, but still recieved a lot of response because it was fun. Now, guess where your question went? Right to the bottom of the pile, never to be seen again.
