Keep lots of soap on it, bring it up to 35 psi... If that doesn't work, then try tapping the tire with a bead maul or big hammer. Hit near the bead starting in the area that is seated, working into the area that's not seated. I've also had more pressure on them, but 35 psi is generally the maximum recomended to seat the bead.... so I'll leave it at that... Rod
