Kabota hard starting ???? HELP

Good friend of mine has a Kubota F2400 diesel front mount tractor with about 3400hrs. He has a problem with it not starting without cranking over about 10-15 times if it has not been started for a week or so.This is before the colder weather. Late summer it would start then quit sometimes 2 times;then it would start and run fine. We changed the fuel filter.. no change. Had it to the dealer They -Checked the glow plugs - Fuel lines - Valve clearance - Block heater -Checked to see if fuel filter was tight - Drained the fuel tank and checked for foriegn matter in tank -Filled tank full. Mech. couldn't find anything wrong with it. After bringing it home have found no improvment, so there has to be something wrong.It always started good before.[always kept inside and he plugs it in in winter]. Anyone had this problem?
