My first thought that came to mind was the oil pump not turning correctly, I have parted out tractors and as I got them apart I could turn it over one way, and not the other, and it was because the oil pump shaft wasnt turning properly. Also, Perhaps there is a broken or damaged gear on the camshaft or governor gear that isnt allowing something to move correctly. These are just a few thoughts, When you have a tractor stipped down to just the crankcase, crank, flywheel and pulley, you can turn it either way easily forwards and backwards. Just a few thoughts.
