Pave it is the only long term sure way. a couple loads of driveway sand (the type with sand, clay and rocks already in), or some kind of packable material like crushed cement to mix in to the washboard area. Then build up a big crown in the road so the water drains to the sides. drag/scrape once a month (always keep the crown) or so before the washboard reappears. This should help. for me the washboard effect always seemed to form on flat roads. Whenever their was a crown it took longer to form. Also I know its dry now but a good rain fall starts the process of the washboard area forming.
