IH 606 hydraulics

OK all you IH guys I have a question for you. I maintain my neighbors IH 606. It is a nice IH 606 with a 2000 loader. The loader is hooked up to the tractor remotes. The remote nearest the seat does not return to center when it is released. What could cause this? A broken spring?. There is a big cap on the back side of the valve. DO I remove this to get at the valve insides. Thanks for your help.
