Todd: It sounds like you have done everything that I would have done to try to fix the problem. I have seen a small piece of trash get under the needle valve and not shut the gas off and if your float is heavy, there may be gas inside it without a visable hole in it. You could work your fuel shut off valve at the tank to slow down some of the gas until you get this figured out. Keep going, because your on the right track and may have just over looked something.
