1250 oliver 3pt problems

I am having problems with the 3 point hitch on my 1250 Oliver. I dont know if i have a spool stuck or what. i used it the other day and it worked fine then i took off the mower and did some work on the engine only and got it going again and went to hook up the mower and nothing happens i put the lever in the up position and nothing but then i put it down to the middle and it goes part way up so any help will be great
