Tires seem too small, need advice

I am nearing the end of restoration on my ‘39 Huber L and am not happy with the rear tires that I put on. The wheels are F&H round spokes very similar to those used on an Allis WC and others I am sure. They are 8” wide and 24” diameter. The original tires on the Huber were 12.75-24 (1939 size). The tire store recommended 12.4-24 as the replacement. They are no where near as large in diameter as the original tires that I took off. The tractor looks like it is going uphill all of the time. I went back to the tire store yesterday and they say that the 12.4-24 is the largest that I can go. Does anyone have any experience with 13.6-24 or even 14.9-24 sizes on this wheel? Attached are pictures of the old and new tires. Thanks!
