If duct tape won’t stick because of the oil, check with your hardware or auto supply store for rubber or plastic plugs. When we remove something like a light from a roof we press them into the holes and they expand on the other side. Pretty much flush on the roof side but you can press them through the pellet hole. I'd say oil should be fine but good call on straining for the pellet when you do use it. Might want to lower the buckets out of sight. Whoever did it thought it was funny and will probably try it again.
