Sam, The sugar paste will work, however use Betadine solution and not iodine. Iodine is 90% alcohol. Betadine solution mixed with table sugar to the consistency of a paste. Use very liberally. We use it mostly on foot abcesses after they have been "opened" . The sugar acts as a poultice and helps dry. Diapers have been used but don't allow the foot to breathe. It works as a sweat if left on too long. We use cotton and vet wrap when we have to wrap a foot. The foot breathes better. A horse absorbs most of the moisture in the foot through the bottom of the foot. If you put plastic over a foot it will get very soft and mushy. Not good when you want it to dry.
