Dont know what kind of pump on it but agree it is a restriction in line to pump. Remove at inlet to first filter an see if you get full flo w out of line.If not put air pressure to it an blow back in tank. This is assuming tank is above fuel pump. If tank is lower you might have a leak in line leaving air get in. Not familiar with tractor at all but i would not fool with pump till you are sure it has a supply of fuel.
