Sam, as I read your post you state with the distributor mounted the plugs do not get any fire and with the distributor off you see spark across the points. This being the case the coil is not being monitored in the circuit on the unmounted (off) setup and you are observing low voltage at the points. This low voltage could be present when the distributor is mounted and you will not necessarily see spark at the plugs if the coil is bad or if the rotor is shorted to ground. Try substituting the coil first.
