TEA2085 no spark

My Ferguson TEA2085 has been converted to 12 volt. I am restoring it - put it back together and no spark! also no smell of gas when I pull the plugs but that's for later. It looks like the voltage reulator (control box) has been bypassed... although one wire from the ignition switch was orginally connected to it. Anyway when I put boost charge directly to the starter the motor turns well but doesn't even cough. Any ideas? If I don't get this thing running soon I'll be removing snow from my 1200 foot driveway with a shovel!
