case 400 gives me the creeps

recently bought a case 400 knowing the transmision had problems. It won't move faster than a creep speed. (father in law said he could fix it, ha ha) He has put a new o ring on the convertor, and checked pressure and said he cant find anything wrong , yet it still will not move faster than the creep and seems as if it is slipping. any suggestions would be appreaciated.
