Ron, The stitch method is your least expensive repair. To weld a block you need a shop that has an oven big enough to take the block to 800*f soaked. The block is quickly removed and repaired then brought back up to be held at temp and slowly ramped down. Then the block would need to be line bored to correct the effects of the thermal cycling. I know people who do this if you want a contact. Don't know how close you are to any of them though.
