Yup been round and round about this in PA. You need to register it in combination over 9 ,999 lbs . But first you may have to retitle your pick up for in combination so it is on the Title . This set up is registered for 23,999 lbs and cost in 2006 $ 405.00 to do it . I paid more for the life time registration on the trailer and any thing after 5 years it starts saving you money. This also needs PA inspection every year which is a joke ( check lights drag tires on pavement give me $ 28 .00 thank you) The breaks could be steel on steel but if it locks up it is ok. Now my biggest B%$#@! Is recreational typ IE 5th wheel camper , or boat do not have to have any of it . I called PenDOT and told them it was for a hobbies not for hirer they said that does not matter because of the GVW and farm plates need it as well. They have been cracking down on this the last several years . In PA drivers manual it talks about CDL for in combination over 9999 lbs trailers . No one at State Capital will tell me one way or the other if I am suppose to have CDL . Big Diesel pusher Motor home senior citizens do not .
