Yes it is a 1948, is it not a TEA 20 ? as TE20 were only built along side TEA, 20, up untill #48000 So i guess that makes yous a TEA 20.
TE 20 used the Continental Z120 engine TEA 20 had the Standard engine.
The S position is a safe start up position, you turn the key move the gear lever up to S and the engine cranks over.
