ford 3600 brakes

I was in the NH dealership today getting parts for the injection pump leak I have (to be fixed with all the exact and expert advise I have gotten from searching for info on this site) and mentioned to the mechanic that I have a need for a brake job on the little tractor. He says to me "unless you are planning on replacing the drums and pads you're wasting your time." He said that just putting new brake pads on won't really make any difference. So of course I am wondering if those of you out there with similar machines have ever found what he said to be true or have tried to put new brakes shoes on and have seen an improvement.
