When this type of starter Briggs starter clutch is squealing it usually means the end of the extended paret of the crankshaft that goes into the square part of the clutch is dry. The best cure is to take clutch off and lightly grease the shaft with a good lubricant and then reassemble it all. The hole in the end of the clutch mechanisim is for putting a drop of oil into if the engine is vertical and it does the same thing, just doesn't last as long. Sometimes the rope will back out of the recoil when it gets dry enough. Also kee the balls clean and their compartments dry and free from dirt or trash.
