434 International steering problem

I have a 1968 International 434 Diesle tractor. When it is a very cold day,,or anytime in winter,when first started up ,the tractor is very hard to steer.It just seems as though the steering is locked!Actually today i was plowing ,and had to let it set and idle at least 15 min ,just to steer it a bit.After an hour of working it,it seems to steer pretty well.What is causing this hard steering from cold startup?...I actually seen a bit of fluid seeping from around the front of the dash,,about the place where the steering is...last fall.It dosnt seem to be now......thanks.
