international harvester td 6

i just bought a td 6 with the drott skid shovel 4 in 1 setup on it i am not familiar at all with this machine it has a diesel and gas operated engine unlike anything i ever seen its really hard to start on the gas side and when it does start it smokes really bad like its burnin diesel
also one steering clutch wont engage and the other will not disengage i was also wonderin how do i figure out what year this machine is any help would be greatly apprieciated
