I can only speak about my neck of the woods (Illinois). I know you can go on the bad side of Rockford and get a house dirt cheap, but then again who wants to live in a war zone.

I think they actually do publish some lists of towns with the chepaest real estate prices. I remember reading an article about Danville IL awhile back, how they had the chepaest real estate for a town their size in the whole country.
