Theres a special tool made just for releaseing the brakes for just that reason. On a 1963 if may or may not have spring parking brakes. My 1963 Diamond-T has them but an IH might not. Any how you can get that tool at any good truck stop. DON'T even think about trying to open up one of those pods if it has the spring type parking brake it can and will take off body parts if you do so. The easy way to work the tool is to get air in the system if you can then install the tool that way theres a lot less work to get them to release. BTDT more then once when I was still trucking cross country. I've still got one of them tools laying around here some where. Looks sort of like a bolt but its not a bolt and is much stronger then a common bolt is
