Check the voltage on the tractor with a known good voltmeter. (e.g. a good digital multimeter) If the voltage is indeed high, then you probably need to replace the regulator, assuming that your tractor has a separate alternator and regulator. But it doesn't make sense if it has a separate regulator that the auto parts store would say it is putting out 14 volts. Note that the regulator will vary the output voltage by temperature to avoid overcharging in hot weather. So if you're used to seeing 14 volts in the summer and it's reading 15 volts in winter, this is normal.
