I bought a car in New Mexico while living in New York. Went to the New York Department of Motor Vehicles with the title documents signed by the previous owner (and notarized bill of sale) along with proof of insurance for the vehicle and they gave me permanent license plates right then and there. Also bought a used car in Canada and the dealer got me temporary documents to get it home from Quebec. Registration was easy once we got importation stuff taken care of. So there is more than one way to do it.
