Sounds like some kind of malware or virus. Those things are often buggy and can crash the operating system. I'd find the original install disks, backup files you really need, and reformat the drive/reinstall the OS and any other software from known clean sources. Every website is translated to an IP address. It doesn't matter if you use the name or the IP numbers. The name is just translated to the number by a call to whatever Domain Name Server (DNS) you use.
