Tore everything apart, replaced Hydrovac, same problem. Found prior owner name on old registration in glove box, called him, he said he could never get them fixed, replaced darn near everything. He got rid of truck because of problem. Everything looked good. I found another IH truck, got to looking and the 2 steel lines to the vacumn tank were opposite mine. So, I switched them around and low and behold it had brakes.
